Yea of course I have, but that doesnt mean last names havent been spread around the general region.

Therefore the last name of 'Minassian' can come from a variety of different origins

My view of the law is that it serves three purposes with three levels of importance:

1) Protect the public by removing the threat.
2) Rehabilitate so that upon release the perp is no longer a threat.
3) Punish the perp for the crime and deter other people from committing it.

Mental illness only comes into relevance in #3 in that the argument could be made that they weren't fully aware of what they were doing. #1 and #2 are far more important in my mind.

I never understood it either.

To me, someone mentally fucked up should be locked up even more so. If they are too dumb or screwed up in the head, they don't know right from wrong, so they should be locked up if they commit a heinous crime. Like a ticking time bomb. It kind of reminds me of elementary school where there was the class of handicap kids. At recess, one second they seem quiet. Next thing you know, they make a retarded run at you at full force screaming and you have no idea why. It's like it's totally random when something will happen.
