Here are some facts for you:
Hamas sends out death squads to kill Palestinians that it considers political adversaries. In one case, throwing them off roof tops. No trials of course, just murder. It recently used the Gaza war as cover for an operation to murder all its Palestinian political adversaries: death squads dragged them into the streets and murdered them, claiming they were Israeli agents while really just rounding up anybody that challenged Hamas.
Journalists reporting from Gaza during the waralso stated after they got out that while in Gaza they feared for their safety if they broadcast that Hamas was using human shields, and only reported on it after that left the territory.
As for the current question, there is no independent verification of the casualty numbers claimed by Hamas: none whatsoever. Hamas infiltrated UNRWA so thoroughly in Gaza that effectively all Gaza hospitals and schools became Hamas institutions. Hamas had their main command center in the basement of Gaza's main hospital, used Gaza schools as weapons dumps, and used UNRWA construction supplies to dig tunnels to Israel starting from UNRWA buildings.
The casualties reported BY HAMAS are first of all tiny compared to the casualties from similar conflicts, eg Syria, and secondly include without distinction both dead Hamas fighters along with the human shields killed around them. Hamas has been caught in the past listing its dead fighters as civilians.
