But in a city where it is accepted that crime is low. How does this happen?
It happens through the importation of that lifestyle through the media. It's not widespread like it is many parts of the US, but it has a hold on a small part of our community. The TTC incident is one example of it. Our Canadian 'social' fabric, the fact we care more about society than the individual, seems to protect us a bit more than the Americans from this kind of sociopathic culture. There are other factors too in the US, like the culture of fear, acceptance of arms as a right, etc...I believe this violent incident has a direct link to this type of sub-cultural behaviour.
And I do believe violence, in general, is cultural. So your analogy about foriegners smelling bad is generally wrong. If you used a specific cultural group, I would say I agree, since perhaps, not bathing as often, is acceptable in that culture. Foreigners aren't the only ones that have culture you know?

Don't quite agree with you on the acceptance of Arms as a factor. Here in the US there are few crimes comitted with a gun by a regestered gun owner. Guns when made totaly illegal will only be found in the hands of criminals.

believe or not there are some towns in the US that require all males over 18 to carry a hand gun. You would be suprised how little crime occurs in places like this. The mind set is a criminal is less likely to use a weapon when they know their victums are armed and know how to use the weapon.
