The whole point of breaking the law and impounding congressional appropriations is to prove that the President doesn't need to get Congress's approval.
He just spends the money on something else.

Nah I doubt that can happen. I think the money is held in treasury and transferred in tranches during the budget year anyway. So USAID will not get 50B in the bank day 1 of the FY anyway. The executive of USAID will have to request the transfer and I don't think Samantha Power is in any mood to play ball with Trump.
