I would appreciate fellow TERBites sharing their experiences with this, and any treatments that worked. It's driven me up the wall all my life, and even a circumcision 10 years ago hasn't completely helped. Thanks in advance.
I really doubt there is any simple answer to this problem to be found here on TERB, but no harm in asking.
While I was cut as a baby, and don't have this problem, i did a quick search on google and found the following that might help you get started in looking into some possible solutions.
This really is a case where you want to ask your Doctor to arrange an appointment with a specialist. Likely a urologist who specializes in phimosis.
Here are a couple Toronto clinics that specialize in adult circumcision. They will likely be your best bet.
This one is a group of top dick doc's in Toronto.
http://uuaurology.com/treatments-and-procedures/circumcision/ Seems like you can self-refer to this clinic via email. I know Dr. Hassouna and he is very brusque but knows his dicks and nerve issues! Have no idea of his surgical expertise but he is a published author on penile nerves etc.
Not sure if they deal in surgical repairs but for those who might be considering circumcision for themselves or their children etc (please no arguments on the ethics here) but here is a link to a
"Gentle" Circumcision Clinic in Toronto. They use a procedure called "
The Pollock Technique"
Maybe since you already had the surgical procedure, you might want to first ask your GP to try prescribing topical steroids for two months and see if they loosen things up enough. It might be that the circumcision surgery created scar tissue that has created that feeling of tightness? Often, corticosteroid creams applied over a few months can help to break down scar tissue and loosen up skin.
Here is a link to a Montreal Clinic that has some information on topical steroid cream therapy.

"The most common corticosteroids used are hydrocortisone 2.5%, betamethasone 0.05%, triamcinolone 0.01%, and fluticasone propionate 0.05%.
The ointment is massaged into the affected areas twice daily for 6-8 weeks along with manual stretching/retraction twice daily. Once the foreskin can be fully retracted, the ointment is discontinued and manual daily retraction (during warm baths and urination) will prevent phimosis from recurring."
