Yes, all land in Israel can be bought by anyone, including foreigners and including Arab foreigners. Foreigners may not be able to move there but they can own land. And I notice that there are many countries where land ownership is exclusively determined by religion. For example, most of the Middle East will sell land to American Muslims but not Christians or Jews.
