I would assume it's harder for men to have to explain why someone out of their age range and league is waving hello from afar.

I hope I wouldn't do anything more than eye contact, maybe a nod. Might send a text right after saying "Wanted to say hi but wasn't sure if you are alone". I wouldn't have an issue with an SP saying hi (so long it's nothing more than that) if I was with my wife and kids, because I see enough people during the day at work that this does happen, so it's easily explained.

That should definitely be the rule (and I have spotted a few SPs in public). Do nothing.

If the SP is on TERB, you can always send a PM later and clarify that you were being cautious, not rude.
