No one has suggested that circumcision be mandatory but, given that it's a procedure no more risky than a body piercing, why don't we all mind our own business and let parents choose if they want to circumcise their boys or expose them to health risks in the future. Your statement above does not rule out the possibility that USA STI rates would be even higher if men were not circumcised.
Europeans tend to have higher immunity to some diseases, including HIV, than those in the USA. Due to their DNA.
In a number of countries without such immunity, but widespread circumcision, STI rates are as low or lower than Europe.
STI rates tend to be higher where homosexual sex & intravenous drug use is widespread (e.g. USA), rather than in countries where such is less common (e.g. some European countries).
Moreover, AFAIK, there is no evidence that circumcision is effective in protecting against anal sex. At least where HIV is concerned.
