"There appears to be no clear pattern of association between male circumcision and HIV prevalence. In 8 of 18 countries with data, as expected, HIV prevalence is lower among circumcised men, while in the remaining 10 countries HIV prevalence is higher among circumcised men".
Dated 2009 this info was obtained by surveys.
Surveys were done in 18 countries, a small minority of those on earth.
"The views expressed are those of the authors and do not necessarily reflect the views of USAID or the United States Government."
The survey info is regarding 18 countries, mostly in Africa. Does the report say which of the two respective groups, circumcised & uncut, had higher risk sex? Reports re Africa have expressed concerns that circumcised men will feel free to have unprotected sex because of the belief that circumcision helps protect them. But if they have riskier sex that will tend to wipe out the advantage of being circumcised.
Do the surveys tell us how often each of the two respective groups, circumcised & uncut, had homosexual sex, had high risk sex with prostitutes, used intravenous drugs, had blood transfusions, etc? Did one group or the other have sex more often?
