Judging by all the passenger activity out front ... the people milling around, cabbies unloading suitcases and so on,

I'd say that must be the main terminal at Mirabel Airport, pride of Montreal.
Montreal was the biggest city in Canada with most of the corporate head offices in the country. It was growing city in the 60s. The Rene Levesque decided to pack it all up and send it down the 401 to the GTA. Jacques Parizeau carried on the tradition and now Pauline Marois is doing the same.

Yep. $2B for an incomplete, (mostly) abandoned airport. Still has cargo flights, though, so it's not a total loss. :)

I can't find a picture of it because I can't remember the name myself. But what was that toy that was like binoculars you look through and you see pictures from a circular inserting thing that would rotate as you pressed on the knob?
