I am very impressed MPAsquared! Unfortunately your intelligent, articulate well written words will fall on deaf Reform Party ears but hopefully Sean Casey or Francois Boivin could grab on to it and make an issue out of it.

That would make conservatives look very silly if they make laws which the provinces don't want to enforce. So it is no good for conservatives at least for public opinion.
Did conservatives consult with provinces?
Everyone is sick and tired of this vile, odious regime. Once they are gone, most of their laws will either be ignored or overturned in the courts. They will be just a distant memory of some of Canada's darkest days. 378 days and counting. I wish it was sooner.

Bill C-36 passes third reading in the House by a vote of 156 to 124.

Next step: the Senate
My guess all of the 156 votes were Reform Party votes.

Hopefully Ms. Bedford is watching and taking notes!

It means that only the high-end SP's (the one's making six-figures or higher) will be able to afford to hire protection,
The only cost-effective way to have good security, phone assistant, etc is to be a large business and that's not allowed.

The government's controversial prostitution bill passed in the House of Commons Monday night by a 156-124 vote.

The Supreme Court last December ruled Canada's existing laws on the world's oldest profession were unconstitutional and ordered Parliament to come up with new legislation within a year.

Justice Minister Peter MacKay was behind the new legislation, Bill C-36, and took the approach that it would criminalize the purchase of sex, but not its sale.

MacKay called his legislation a "made in Canada" approach and the best way to eliminate prostitution altogether.

By allowing prostitutes to sell sexual services without fear of criminalization, the law won't prevent them from implementing safety measures such as bodyguards, MacKay has said.

Under the previous law, prostitutes were effectively prohibited from hiring bodyguards because nobody was allowed to live "off the avails of prostitution."

"The objective is to (lower) the demand and make prostitution illegal," MacKay said last month to a committee of senators.

He said the prostitution bill represents a "paradigm shift" in Canada because it deals with sex workers as victims who need help, rather than criminals who deserve punishment.
So this is now law or is there one more step before it becomes law?

Once bill has been read 3 times in the House, it is sent to the Senate for its consideration.

Royal Assent


  • Bill is presented to the Governor General for assent.
  • The Governor General may assent to Bill in the Queen's name, withhold assent or reserve assent.
  • When Bill is given Royal Assent it becomes law.

In Force
Statute is in force:


  • upon Royal Assent, or
  • when it is proclaimed by the Governor General, or
  • on a day specified in the act
  • Different sections may come into force at different times

It was the house of commons vote. That is what threw me off. I thought it was the Senate vote because I thought the house vote was already done.

I really don't understand why everyone keeps whining about this new law coming into place, the majority vote in a CONSERVATIVE government, then act surprised when their elected government acts in a conservative manner towards prostitution.
My advise is to get your joys now, when the senate passes it, the law will move out from a grey area into a criminalized one.

Nope, conservative senators outnumber Liberal senators by 55 to 30.
I know but senators are allowed to have a free vote
I just checked Senate and actual numbers are:

Conservative Party : 54
Liberal Party : 31
Independent : 6
Vacant seats 14

So it's 54 vs 37 and 9 Cons would need to vote against, assuming all independent are also against. But the Cons control the Justice Committee and if they don't propose any amendments, I think Senate doesn't even need to vote.

Also, conservatives who are against this law appear to favor full criminalization, so I assume they would still prefer C-36 to no law.

To All Opponents of Bill C-36

I am the Bedford in Bedford Versus Canada, the case that overturned Canada’s prostitution laws. I am writing to you today to update you about part of what is being done to oppose Bill C-36, which is the new law before Parliament to replace the laws struck down.

This law, like the old laws, will fail to be enforced much. This law will eventually be deemed unconstitutional. This law will cause a major loss of credibility for those who supported it. What is being done to oppose the law is being done and I want to tell you about part of that and what you can do.

I wrote to Premier Wynne of Ontario. I asked her to refer the law to Ontario’s highest court, if and when it becomes law, to see if it is constitutional. In the interim I asked her to publicly state she would do this. I also asked her to instruct her crown attorneys not to enforce the law. All this is within her power. She has a majority government.

She spoke about my letter at a press conference and said her main concern is safety. I have been in touch with her since, but our correspondence is confidential. I am writing to ask all activists to state in any way to Premier Wynne, and indeed to all premiers, the consequences of remaining silent and doing nothing.

The consequences of this new law will likely include more missing and murdered women, sex workers forced out from safe locations and into the streets, the increased presence of organized crime in the sex trade and widespread entrapment as a way of enforcing the new laws.

Please put the focus of the debate on Premier Wynne. She has a choice. She can speak up and act, or let Mr. Harper impose his will on her. Help her and the other premiers decide. Write to them. Premier Wynne’s e-mail is kathleen.wynne@ontario.ca. Tell the media the premiers have a choice. Demonstrate if necessary. Your efforts matter.

Funny, I resent my submissions to her yesterday!

Technically, there are a number of channels to lobby. Provincial, municipal, enforcement, etc.

I say flood them all with letters!
