The reason is that it is meant to be a racist put down of the nation, reinforce racist stereotypes of Indians, reduce its status in the world, downplay its successes and overplay its shortcomings, and most importantly it is meant to keep India's image in the world as a poor, destitute, 3rd world nation, that is more fitting with western perceptions.
