You have stats to back that up????? I can’t say I have ever seen a case of a repeat offender who was held in hospital and released when found not criminally responsible .

When someone is found not criminally responsible for such a heinous crime I'd still lock them up for life. There's always a risk they snap and reoffend. Better to err on the side of caution.

Li was released 9 years ago. And in 2017 he received an absolute discharge, with "no legal obligations or restrictions pertaining to independent living".
In other words, he's a walking time bomb.
He has not re-offended though. You said they re-offended and then are found not criminally responsible again. That has not happened.
Plus one person getting out with no restrictions is not “many” like you said as well.
So while that may be your opinion, it is. It not factual from what I can see.
