Tenzin Norbu, the murderer is of Tibetan descent, from Dharamshala were the Dalia Lama leaves in exile from the Chinese government .
Some Tibetans are into immolation or self-immolation which is setting others or one self on fire.
Even though the attack is said to be random, coincidentally, the victim Nyima Dolma was also a Tibetan Canadian, the community is very small, so I wonder if the attacker knew her or was aware of her background ?

He has not re-offended though. You said they re-offended and then are found not criminally responsible again. That has not happened.

Plus one person getting out with no restrictions is not “many” like you said as well.
