I have no idea about the conditions of our prisons, but the inmates basically have free housing, all their meals taken care of, heat and air conditioning, and a relatively comfortable bed.I echo James Kirk's comment and Danmand's sarcasm.

The drugs in questions were never used before, so they likely did not know it's true effects even if there was testing done on rats, etc. The only way they could have known the effects would be to test it on a human and he was the unlucky first guinea pig.
