Apartheid countries are not democratic.
There are 2.5 million Palestinians who have no basic rights, 2.5 million indigenous who are refused citizenship and basic human rights.

It depends on whether a real leader who wants peace would actually be allowed to live long enough to save them.
Right now it seems they truly aren't capable of self governance, supplying basic needs, nor want to. They would rather kill Jews, kill each other, and rob the treasury while being Iran's bitch. So i just don't see how they will save themselves.
And in case you haven't looked no one is really interested anymore in saving them. They are violence addicts. And like any addict until they choose to save themselves the downward spiral will continue.
