fucked up system which allows students to change their colleges ... Students should be given institute or university specific visa , just like closed work permits.

Well they should challenge it in Court and it would take approximately 4 years to come to trial.
Fact is that they completed their studies and did get a legitimate degree from a proper University / Institution. It nearly all cases may not be the Private College that is listed on their Entry Visas. But in some cases those Private Institutions are probably involved in the Scam!!

Let me answer that for you. Back when arch Tory forefather John Diefenbaker enacted Canada's refugee claim laws in the 1950's. And they kept doing that under every Tory (and Grit) government in the last 70 years.

The Provincial Governments should clamp down on these Private Universities that are complicit in these fake Certificates.
