I don't know how much more info you need to see the whole pipeline is completely dirty. You're not going to get a written confession.
The real problem isn't the government being complicit in the scheme, it's you being complicit with this all happening.

I want you to look at the process and say to yourself how could they make such an obvious mistake hundreds of times? How can some organization in India write hundreds of fake letters and know all of them will get you in? How do these Private Colleges know there will be a new pool of applicants ready?
How does the Government not know all of this? That's their job, to monitor it.
So this occurred under the Harper regime for almost a decade. He did nothing about it. Was he corrupt as well?
