I have used the Petro Canada pre-paid phones for many years. They are the best deal out there since the basic monthly charge is very low and you mostly pay to use, not to have the phone. It's also cash only, no need for a CC or any ID.
About every four or five months I purchase another $50 buck voucher's worth of time and at the check-out counter and I am good to go. Has voice mail and caller ID. You have to purchase the phone outright first though.
