First off wow is all I can say reading your post. But I'm going to keep this all above the belt. By that I mean skipping over the numerous offensive comments and stick to the stats part.
Are the people who get infected by the black men who don't report also silent? Typically when someone contracts AIDS I though the standard practice was to try and identify partners.
And the white women who are a growing area it has been attributed to women having unprotected sex with their partners who are cheating.
You can't assume that stats are the same country to country.
For comparisons to various cities in North America, in 2007 for example, the homicide rate for the city of Toronto was 3.3 per 100,000 people, yet for Detroit (33.8), Atlanta (19.7), Chicago (15.5), San Francisco (13.6), Boston (10.3) and New York City (6.3) it was higher, while it was only marginally lower in Vancouver (3.1), San Jose (2.9) and Montreal (2.6).

My point here is that nyc is considered to be vastly improved yet it has a murder rate double Toronto's. City to city, country to country murder rates are different. Much like literacy, poverty and hiv infection.
Actually I read the opposite that hiv from drug use was not wores in poor urban areas in the US as many would assume. I'll see if I can find that article again....

GUESS I WAS WRONG..... IDU was third for cause of intection but a little over half of the survey was black.
In 2007, injection-drug use was the third most frequently reported risk factor for HIV infection in the United States, after male-to-male sexual contact and high-risk heterosexual contact (1). To characterize HIV-infected IDUs aged ≥13 years in the United States, CDC analyzed data from the national notifiable disease reporting system for 2004--2007 from the 34 states that had conducted confidential, name-based HIV surveillance since at least 2003. The results of that analysis indicated that, during 2004--2007, 62.2% of IDUs with a new diagnosis of HIV infection were males, 57.5% were blacks or African Americans, and 74.8% lived in urban areas at the time of their HIV diagnosis. In addition, during 2004--2006, approximately 40% of HIV-infected IDUs received late HIV diagnoses (i.e., diagnosis of acquired immunodeficiency syndrome [AIDS] <12 months after the date of HIV diagnosis).
I don't know of any data that singles them out, but they're poorer, and poorer people tend to be more involved in hard drugs. (Edit: Well frank's post above mine has some data that lots of blacks are getting infected this way.) In other words, I expect those HIV infections are happening among poor blacks who are involved with drugs. Maybe had drug use is linked with gang activities but I don't know that, it could be though.
Most HIV infections these days are injection drug related. Most people have got the message about unprotected sex with strangers and that vector has been significantly reduced. In North America anyway, in 3rd world countries probably something different happening there.
■Injection drug use exposure accounted for 17.7% of cumulative adult HIV case reports and 8.6% of cumulative adult AIDS cases up to December 31, 2008.
■Over the last decade, a decreasing trend in the proportion of positive HIV tests attributed to injection drug use among men has been noted; however, an increasing trend among women has been observed since 2003.
■The 2008 national HIV estimates indicate that the proportion of new HIV infections attributed to injecting drug use (17%) was slightly higher than the estimate in 2005 (16%).
■High levels of risky injection and sexual behaviours were reported in surveillance data and other cross-sectional and cohort studies, which suggest that the potential for transmission of HIV among people who inject drugs (IDU) continues to be significant.
■Research suggests that among IDU, Aboriginal people are disproportionately affected by HIV.
■High levels of injecting and sexual risk behaviours among younger IDU (less than 30 years) are reported across targeted studies, illustrating that this at-risk IDU population is particularly vulnerable to HIV.

Black and Aboriginal women are disproportionately affected by AIDS relative to women of other ethnic or racial background. This is in comparison with the 9.9% overall proportion of females among all AIDS cases. Among White, Asian/Arab and Latin American AIDS cases, 6.2%, 8.1% and 8.4% of cases respectively were female.
While it is expected that Ontario and Quebec would have the highest proportion of cases based on the geographic location of the Black population in Canada (see Figure 2), the number of reported AIDS cases are not distributed proportionally between the two provinces. Which approximately 62.1% of the Black population in Canada resides in Ontario [4], the proportion of AIDS cases for the HIV-endemic exposure subcategory is approximately xv A similar distinction for positive HIV test reports could not be reported due to data limitations. 36.1% [5]. Quebec on the other hand has approximately 23.0% of the Black population in Canada [4], but 55.3% of the national proportion of AIDS cases [5]. This suggests that the Black population in Quebec seems to be overrepresented in its proportion of AIDS cases.

Yeah I think later in the article they went on to explain it. I was just listing stats of incidence rather than explanations. But you are absolutely right.
