It's a paraphrased quote of what you would probably hear if the NHL removed the instigator rule after having it in place for a number of years. If a Downie or Avery were ever filled in badly and had their career ended by a Laraque or some other heavyweight as retribution for their cheap crap, they would undoubtably sue and actually have a case in most jurisdictions.
