I agree with all of you too.
A fave baddy of mine is Yul Brynner in Westworld. I saw it first on tv as a kid and when he shoots the one friend it's just

I love Kurgan.

He hasn't done much of note for awhile, but Bruce Dern used to be the king of psychopaths in movies. He's noted for having gunned down John Wayne in 1969's "The Cowboys".

We should do a "Best Guest on SNL". I'd pick Christopher Walken for sure.

Sheriff of Nottingham (Alan Rickman) in Kevin Costner's abysmal "Robin Hood: Prince of Thieves".

Quotes from the Sheriff:

Sheriff of Nottingham: Wait a minute. Robin Hood steals money from my pocket, forcing me to hurt the public, and they love him for it?
[Scribe nods]
Sheriff of Nottingham: That's it then. Cancel the kitchen scraps for lepers and orphans, no more merciful beheadings, and call off Christmas.

----------------------------------

Sheriff of Nottingham: [to a wench] You. My room. 10:30 tonight.
Sheriff of Nottingham: [to another wench] You. 10:45... And bring a friend.

good ol' Angel Eyes.

Easily my favourite Leone flick, though I admit that I haven't yet seen "Once Upon A Time In America".
Once Upon a Time in the West, is better! And who would have thought Henry Fonda as the badest guy of them all when he kill the kid!

Risky Business: Warning spoilers ahead

I liked Guido (Joe Pantoliano) from Risky Business:
"In a sluggish economy, never ever fuck with another man's livelihood"

Guido lets Tom Cruise do all the pimping then rips off the furniture at Tom's house while Tom is off with Rebecca De Mornay.

Guido hangs up the phone on Tom everytime Tom raises his voice until Tom realizes he is powerless and must give up all his pimp earnings to get the furniture back.

Actually, the fav bad guy title should go to both Joe Pantoliano and Rebecca De Mornay because it looks like they were setting Tom up from the beginning.

Or maybe the bad guy is Tom Cruise for fucking with Guido's livelihood in the first place.

Chinatown spoilers ahead:
Ah fuck it, my most hated bad guy is Noah Cross (John Huston) from Chinatown. Fucking your daughter is bad - no ifs, ands or buts. To top it off, he gets away with it, and the movie ends with him getting custody of the granddaughter he made with his daughter. That guy is pure evil.

In summary,
Good bad guy: Guido
Bad bad guy: Noah Cross

Okay, well if I were to go with the most seriously evil, disturbed and believable, Anthony Hopkins as Hannibal Lecter might just take it. But I think we have to factor in entertainment value as well.
Some already mentioned that I have to agree with:

Kathy Bates in Misery
Nicholson in The Shining
Anthony Perkins in Psycho
Joe Pesci in both Goodfellas and Casino (same character really)
Al Pacino in Scarface

And what about Nurse Ratshit in One Flew Over the Cuckoo's Nest and also the warden in Shawshank Redemption. Not quite as over-the-top as some of the others, but very evil in their own way. Or Peter Sellers as Dr. Stangelove. He was so over-the-top that he was comical. Surely they all deserve honorable mention.

Christopher Walken in suicide kings and his small part in true romance. The scene where Christian Slaters father tells him off during the interogation scene is great.

Walken in general plays a good bad guy along with Gary Oldman and Jack Nicholson. These guys just have that knack for looking and acting naturally creepy.
