Liverpool hasn't come close to winning the EPL with Gerrard. His stock will never be higher than it is presently; Liverpool could sell him at a premium and buy at least four world class players with the money they get. It makes good business sense to sell him now.
I fail to to see how the strength of the domestic league determines the faith of the National team. Granted I think you need a reasonably good domestic league to have some success internationally, but to win a major international team, all you need is a few world class players, the team to gel at the right time, and lots of luck, see Azzurri. Most of the Brazil, Argentina, and Dutch players don't play in their domestic league and they all have great teams. The Azzuri got lucky at the WC, just like Greece at Euros, and now they are back to their natural level
