I really don;t think that's fair. Again, you bring someobody in 2 minutes from the final whistle after two hours of watching a nailbitter from the sidelines and ask him to take penalties in an elimination game having not touched a ball all day. That's crazy.
Substitutions are only good if a coach actualy uses them. This Euro has featured a lot of matches where the coaches failed to use even the available substitutions in tie to make a positive impact on the game.
