Lenny: in a legal context, the word "include" is used to indicate a list of examples is non-exhaustive. These are examples of things that will be caught by the words "sexual service" but the wording clearly contemplates that other, unspecified activites may also be included.

I'm not a lawyer & have no idea if your opinion is true or not. However, the article referenced is not a legal document written in legal mumbo jumbo for those in the legal profession, but in layman friendly terminology. If the writter wished to express the thought of there possibly being more examples, this could have easily been accomplished by incorporating words such as "example(s)" or "etc" into the text. That being said, the text does not state the list is complete, either.
