You think you are doing good, but you can harm him psychologically. He might not be ready for it. His dad already said no. Why do you want to freak him out.

This has got sort of out of hand..all I wanted was to see a big grin on his face! But if it were me I'd hope my bud's would chip in an look after me. I would never do this without his Dad's permission and he is A ok with it today Hell it's only gunna take a minute! My Son passed away when he was 12yrs old, from muscular dystrophy and if he had of made it to 25...I can't really think of a better gift, can you imagine going through life knowing that it will be a short one and not have sex with anything but yer hand?
That is just wrong....I can't even begin to tell you why, but I sure would like to meet you face to face.

We have a 25yr (good looking), old mentally challenged girl on our street. She is just very slow due to a birth defect, great gal but very shy and her birthday is coming up....so the neighbors got to thinking that we should all chip in and get her laid as there is not a chance in hell she can get it otherwise. 1) As stated by many others..... respect the father's wishes. You are not the guardian of this person so you should butt out.
2) If the person is slow, you can't assume how they will process what is going on and how to deal with it? It would be no different than giving a child a bottle of whiskey to get them drunk without having any discussion on responsible drinking etc.
3) Do you think you and your buddies are equipped to explain to this guy the intricacies of sex, male female relationships, proper behaviour to a mentally challenged person?
4) Don't force your sexuality on someone else. What you would like may not be what he would like.

So, you live on a street where all the neighbours get together to try to do something for the retarded dude? And you all wanna club together to pay for him to visit an escort? And the dude's Dad is A-ok with that?
Ya gott' admit, this sounds like a fairy story. But assuming you're not making it up, I say: Go for it! I agree with the sentiment that he should be given the opportunity of such an experience.
At the same time, of course you already know that, having got the taste, he most likely will want to do it again.
Many posters are not paying enough attention to what I think is the key fact, here, that these are his good neighbours who really do want to do him a favour, as their friend. They will presumably continue be there for him, in the future. They are not thoughtlessly exploiting him, just to get a good laugh at his expense.
Most of us don't live in neighbourhoods like that. We should be so lucky. The thing to ask yourself is, that if things should go wrong in any of the ways others have warned, is there enough caring, on your street, to pick the guy up and set him back on the road to redemption.
I don't think you should deny the dude this opportunity through fear of the consequences, either for him or for yourselves. If it's done with a modicum of sensitivity and sympathy for the dude's special needs, and with proper knowledge of how he's reacted to new things in the past, and with the right girl of course - Go for it.

I've highlighted the pertinent parts of your posts to indicate why this is such a bad idea. Not to mention the fact that no one is denying this dude of anything. On the contrary, they're actively providing the opportunity to him!
This is just plain wrong. How can we still be going on about this? Besides the fact that his father is against this and it is morally and ethically wrong because of his mental capacities. It could lead to legal troubles as well.

That's such an understatement.
No one has any real idea what is going on inside the mind of this young man. Statements about wanting to introduce him to what he's missing and such things are ignorant. You have no idea what he's thinking about or is missing. Is he checking out women as they walk by? Has he ever said he's like to do the blonde over there? Has he ever been seen reading, watching porn or staring down the cleavage of woman in his presence? You could do incredible harm, especially if it goes wrong.
