The oil companies are making record profits, raising dividend share buy-backs etc. They have determined that there is little incentive to drill because that would take a lot of cap-x, soften prices and ultimately moderate profits.

  2. tied the industry up in red tape . - find a potential well site ? - good luck getting the permit for the 50 miles of pipeline required to hook up to a mid-streamer pipe
  3. told them his intention is to put them out of business- why would anyone invest billions to grow after recieving that message?
