Because how a female interacts with another is vastly different then for a man

Tbh most dudes like to be dominant so females are comfortable playing that submissive role

I would expect more SPs to be able to play submissive since guys like to think they want to be dominant, but in terms of actual tendencies I would be surprised if there is a huge difference.

(And I fully support going for androgynous females on the civvie side, they tend to be awesome.)

I would've thought the opposite as guys are dominant all day and would need the break. It would be great if the roles were reversed more frequently as I find it hot AF when a lady is the one actually fucking you. Fucking and getting fucked are different feelings. I need both.
