Canadian police have arrested 104 men in connection with a child prostitution ring in and around the Toronto area.
York Regional Police say the men attempted to purchase sex with an undercover officer, who posed as a girl between the ages of 13 and 16 online.
Police targeted men who searched for prostitutes online, but did not arrest men who were seeking sex with an adult.
In Canada, adults are allowed to sell sexual services, but it is illegal to buy sex.
"We stopped 104 men from purchasing 104 children," Det Sgt Thai Truong said during a press conference on Friday.
The investigation, dubbed Project Raphael, lasted four years.
Supreme Court strikes down prostitution laws
The goal of the undercover operation was to reduce demand for child prostitution by putting the men who seek it out behind bars, according to police. An undercover officer would engage with men looking to buy sex online, and then tell them that she was underage.
"Once they were told they were speaking with children, for the most part the men would stop," PC Truong said.
During that time, officers were also able to rescue about 85 child victims. However, police say they were only able to arrest about half of the pimps in those cases because the girls were too afraid to participate in the investigation.
Many of the girls showed signs of physical abuse, PC Truong said.
PC Truong says that most victims of sex trafficking began prostitution at about the age of 14.
Of the 104 cases placed before the courts, 40 of the cases have been resolved, with 64 still before the courts. About a quarter of the accused plead guilty. Four went to trial and of those four, three were found guilty and one man was acquitted.**
Five cases of the 104 were withdrawn.
In Canada, soliciting the sexual services of someone under 18 is a crime punishable by six months to 10 years in prison for first-time offenders.

It is obvious to me that the police said they arrested 100 men for purchasing prostituted children. No indication that the cops left children out to be sold so they could build their case. In fact, YRP is well known for their sting operations where they advertise a decoy and when guys respond the "girl" confesses she is really 16. If the guy continues the conversation, sets up a meeting or shows up, then he is arrested for the crimes of communicating, procuring etc etc with someone underage.
Sounds grand to me. Anyone knowingly hiring an underage escort deserves no mercy.

He also stated that most men when they found out they were dealing with someone under 18 broke off contact and that no effort was made to identify them. The 104 arrested where those who went ahead.
Every aspect of this investigation gives me a lot of respect for those conducting it.

That's the best approach. If you want to nail them 100%, I would have an uncover officer/ model that looks young for her age take the money. That would eliminate anyone suggesting they were trying to save children from perverts. These are very dangerous offenders as this kind of sting is removing active predictors.

A figure I would love to see, how many people called the police to report seeing these ads ?

Expect when the police find children being prostituted they would act immediately, not investigate for multiple years. Does not seem to make sense.

Sarge said they decided to go after the people who bought into it because going after the sellers was very tough...meaning they're having a hard time busting the people behind it. In other words why take the high road when the low road is easier :)

On the news tonight they said it was a sting. If I texted and they said they were underage then the conversation would stop.

How do you anonymously report an ad you suspect is child prostitution. Would you get in trouble for calling it in the first place?

Bigger question.

Will they create a sting for men buying sex from women next?
 
Probably just like the U.S. Stings.

Ad in an adults only site (i.e. B.P.) that says like age 21 with a picture of an obviously adult women - in one case reported with a wedding ring showing.

When mentions oh BTW, can you stop and get me some cigs since I am 16 - that doesn't always register as a warning since in some states the age of consent is 14 and its 18 in only nine U.S. states. I believe it use to be 14 and Canada and then rased to 16 except for prostition is 18?. Its border line entrapment but cases have been held up on Appeal in the U.S.

if they truely wanted to go after men looking for "children" why not go where those men go. I have no idea but I hear there are "underground" site via TOR etc. Studies have shown that those men attracted to "children" usually are a totally different group (and very small number) than those looking for adults. But the age line can be blurred when you get to 16-17-18 yr olds that are physically not that much different. I prefer more mid 20's at least.

I have no issue with the methods used by YRP or any LE agency for that matter, in bringing this case in. The sad fact about this is that there are guys who actively look for underage girls. One can only speculate, but I would assume that they have done so before and have had underage girls, that's why they are actively seeking them again. It is evident in the fact that they keep communicating after they've been told so in conversations.
These sick fukkers need to be locked up nightly, after being publicly flogged and set in stocks for the day.

There is no excuse for this kind of behaviour!

A few years back I was the treat for the "groom to be" at a stag and the other gents called an agency to send SPs for them. When they showed up the group I was with immediately called the agency asking them to send more mature providers. They gave the ones originally sent some money for their wasted time but didn't partake in what could have been a very wrong activity.

So you totally misunderstood what was going on here as Schlong Connery pointed out. All that happened here was the police had some of their female cops post online, that they were "young" and blah blah. Once guys called them, they would tell them via text "I'm actually only 16". If the males continued to pursue, they would get busted.

My immediate thoughts too. I can't believe that a heartless asshole would know a child is being molested and let it continue as they used her as bait. I hope it was a sting operation where they get an acknowledgement from the suspect that he is paying for sex with a minor.
Perhaps their were multiple children involved and it wasn’t the same kid being used a bait for years.
