Harper actually prorogued it to avoid a defeat. Trudeau resigned, then prorogued it to allow for a leadership change before the election. If he had not done that we would have been in the middle of an election while the tariff war was unfolding and been in complete chaos. It was the responsible thing to do.

Maybe everyone should be going after the biggest polluters in the world first and putting pressure on them. That would probably make the biggest difference.
