Perhaps he simply doesn't agree with your assessment. He's been saying the same thing from day one and has repeated it consistently. It's reasonable to assume he has access to far more intelligence and information than any of us do.
I don't support Trump, and I think he started a stupid war that may have been a military success but ultimately failed to achieve its intended objectives, which makes it hard to call it a win. That said, Carney also has a major trade agreement to negotiate with an unpredictable U.S. madman. Canada has little direct stake in the Iran situation, so if offering a bit of diplomatic flattery helps move the needle on CUSMA negotiations, I can understand the political calculation behind it.
