What Canada transferred to Québec from the Northwest Territories by the Quebec Boundary Extension Act of 1898 and the Quebec Boundaries Extension Act of 1912, was transferred to a Province not to an independent state that had no valid claim to it before that date.
I doubt very much, that when the french speaking people separate from
Canada, that they will call their territory "Lower Canada". I am pretty sure they will call it Quebec.

When I heard that speach by De Gaulle back in the old country, I was
dismayed at De Gaulle. After having lived in Canada and heard the
disrespect and hate being expressed towards quebecers from many
english speaking canadians, and yesterday by the canadian prime minister,
I have changed my mind, and I believe it would only be fair to give Quebec
as much sovereignty as they want.
