Four hour response time demonstrates how seriously the initial complaint was taken....
Committing a crime like that even though they are minors should have the parents of the those perpetrators being fined heavily and the kids disciplined. After all the kids picks up such racist upbringing from their parents.
This investigation is still in the early stages and all the facts are not yet known, but I agree. There needs to be more parental accountability in dealing with youth crime. This goes for black/other minority youth crime as well. Holding the parents accountable (both black, white, etc) might make them actually parent a little more though it's often too late when the parenting kicks in when the kids are late pre-teens to early teens.
