I think that Ruth's Chris is the best but it is way over priced. IMHO the best combo of value and quality is the Tulip. If you want to stay downtown, Le Biftek in the Sheraton Centre serves up a pretty good steak for under $25.

Its true

There are both types of filet, Filet Mignon(no bone) is the most common and also Bone-in Filet, which some people say is more flavor full because of the bone.

As far as I know Both are "Loin cuts" Tenderloins such as Filet mignon are cut from the short loin which is the least used muscle and therfore the most tender(and expensive) T-Bone is also from the short loin but contains less of the tenderloin.
I eat out too much.

I have been to the Tulip, but it was a number of years ago, -not bad and great value for the money too! I had the porterhouse.

Ruth's Chris, expensive but its simply the BEST steak I have had in Toronto.

To answer the question about the T-bone,

it has tenderloin (filet) on one side of the bone and Striploin(as in NY stiploin/steak) on the other

For further clarification, the difference between a porterhouse and a T-bone is that the porterhouse has a larger piece of filet than a T-bone. (As explained to me by the butcher at Bruno's.)
