this is true on interstates, but not in the cities with commuter traffic

You are correct but cities like Chicago have more HOV lanes than we do....and 75 going into Atlanta I think has 2 hov lanes.

You are correct here but you are mistaken about the purpose of an HOV lane. An HOV lane is a legislated lane that has to do with how many people are in your car (must be more than one), not by how fast you are travelling. People are welcome to drive BELOW the speed limit in all those empty left-hand HOV lanes in the States - nothing to do with speed or passing, simply a mechanism to encourage car pooling.

I realize this bay...I was just pointing out that in areas with 1 or 2 HOV lanes it is difficult to maintain a passing lane as well.....

In most U.S. states, its convention to share the road. Some do it fear of vehicle behind may possess firearm, with cases of road rage years ago.

Some states do enforce it if they see vehicle typing up traffic.

Lancs, U.K. has the pre-green flashing light to warn drivers of upcoming green, I can't recall the sequence. I like at night, many intersection turns to flashing amber instead of red for cars to pass intersection with caution, reduce wasting fuel idle at traffic lights & those roundabouts.:) Much more civilized.
