Yes he did it intentionally to make his "green energy" & WE friends rich while convincing his flock to keep voting for him because the big bad conservatives don't like things like supporting women.
More likely his firm and well delivered speech on tariffs changed opinions in many people.
Many of our key trading partners were heading in this direction. And Green energy is still the future, no matter how much you resist it. It will continue to grow
