So it would be Carney deciding to spend multibillion-dollars despite not one single Canadian ever having voted for him in a public election.

He need's to ask the electorate for a mandate via an election before spending billions of their money.
Carney has to call an election, sell his long and short term vision in an election campaign and convince the electorate to give him their trust and support
If he wins , he has the mandate and legitimacy to implement his plan. He gets to print money and reignite inflation.
That is the way democracy works.
