It's a bit unclear to me that he made any exception for Israel.
There are funds which are long-term treaty obligations that this doesn't touch and Israel gets a lot of money from that, but it isn't the only country to do so.
(And those funds can't be stopped by executive order.)
Edit - I know he gave the Secretary of State the right to waive the freeze on any given program or money, so maybe Rubio did something concerning Israel here that I missed?

Putin cannot simply withdraw from Ukraine without achieving some form of tangible success. At a minimum, he aims to secure control over eastern Ukraine. Meanwhile, Trump’s actions of reducing military and financial aid to Ukraine are indirectly aiding Putin by shifting the burden of support onto the European Union. This undermines NATO’s unity, sending a signal to Russia and the world that the alliance is fractured. Trump is playing politics and using human lives as chess pieces.

You guys need to get it through your combined thick and racist skulls and admit that Israel is the US' greatest ally in the region and does a lot of work and provides intelligence to the US.
Hey, Oily&Gassy, who in the region is a greater ally to the US than Israel? Who else has a western style democracy. Which country does more for the US than Israel in the area? Every administration since Israel's inception has supported Israel because Israel is important to the US. It is the fantasy of all Jew haters that tiny Israel somehow has this magical and unexplainable stranglehold around the neck of the US. There is no other logical explanation as to why the US supports Israel other than Israel is an ally that protects US interests in the region and provides intelligence. The Israeli intelligence agencies are arguably the greatest in the world. I highly suspect that they helped the US track down bin Laden. You must admit that it is at least in the realm of possibility.

Well, that's for good reason. You are correct. It can't. It's a stupidly low amount for something so valuable. The US supports Israel because Israel is a valuable asset to the US and helps protect other US assets in the region that are probably worth hundreds of billions of dollars, if not more, along with the vital intelligence they provide. Nobody in the region does more to protect American interests in the Middle East. Is anybody willing to say with 100% certainty that it's not possible that some bit of Israeli intelligence helped the US locate bin Laden?
