Call it whatever you want, I was contributing to government's coffers.
Its a seperate fund that you will get back, and its necessary. There is a large segement if irresponsible people in Canada and if they did not take it in advance, they would just spend it and Canada would have to pay via social programs anyway. As for people who are responisble? some of them will fail as well and still get helped by their past savings. If it did not exist there would be no employer matching amount so you can thank the govt for getting you that extra $ from your employer,

I do not think so
A refund on an income tax filing is not considered income

this could be classified a rebate on the taxes we pay in Ont

if he did not have to pay billions in interest payments on the monstrous debt load (now close to $400 B) he inherited he likely could balance the budget

As you do not recognise the fact that Dalton the Dummy and Granny Wynne assured all future Ontario premieres will be very hard press to balance the budget
The province went past the tipping point during their mis-management, when Ontario became the most indebted non-sovereign entity in the world

He likely should not have made a balanced budget a campaign promise.

Now he could go and lay off thousands of provincial public sector employees if you truly feel strongly about a balanced budget
Have you considered calling your MPP advising them to go this route ?

Dumb. Ironically, if you're very low income, this $200 MIGHT make you ineligible for a lot of low income programs like the Ontario Seniors Dental program. Bummer that...

1. Most of the time, money like this is except from being considered income

2. $200 is truly not enough to effect someone. Maybe if it was monthly, but not a one time payment.

Cancelling that LCBO/Beer store contract and paying the huge cancellation fee rather than waiting 1 year for the contract to expire was irresponsible. Calling an unnecessary election a year early is another example of waste, not to mention his absurdly costly plans for tunnels under the 401, or his $200 bribe to all (even the rich and upper middle class) which costs another 3 billion. DOH!
