Space debris is caused by satellites.
Rockets always re-enter and burn up or splash into the sea.
NASA has been recovering spent boosters since the 80s.

So they will never take up an initiative such as putting astronauts on Mars because the risk and costs are too prohibitive.
What will happen is NASA will decide that they want to put astronauts on Mars (for example).
They will get funding from Congress.
And then they will float a tender saying they want a rocket to do so.
Elon will put up his hand and offer starship and others will too.
And he and others may be awarded billions in government contracts to provide components for NASA's Mars mission.
This is what is happening today with the Artemis program. Take a look at it.
So no, NASA is not "obsolete".
They are a federal agency and they are not going to merge with a corporate.
They are the ones who will lead these initiatives.
The only thing private enterprises like SpaceX will do, is do what NASA did before, for much cheaper. Because they are profit minded.

As I said, any transformative space initiative will always come from NASA.
SpaceX is essentially just a contractor.
They are like the guys who build houses if someone is willing to invest.
The ones willing to invest and lead the initiative are the ones who take you forward.
