Smart people develop good idea(s), investors invest in it, it becomes successful and generates money.

But even if you actually believed tech money required intelligence, that wouldn't mean you would expect a tech money person to be smart about things not related to tech money.
Thinking "they're good at making money, so they must be smart about foreign policy and politics" is just a hilariously goofy thing to believe.
You said "must be tech money" and still haven't explained what your statement means.

There's only two types of money... smart money and dumb money. The latter go broke.

It means big money connected to the tech industry and its norms and culture.
