Especially since we were in a war the whole time.

The US was at war and Trump escalated numerous conflicts that aren't officially classified as wars.
Trump also made very clear that he thinks the US should have a military so strong people are afraid of it and that the US should commit war crimes in conflicts it does get involved in.
Luckily, the generals stopped him from starting new wars, but as we've seen in this campaign, he doesn't intend to allow that again.

Trump was hampered because his Russia ties were outed, but he was still not doing much to impede Putin.
