I think Butler's argument is that personal evil and corruption isn't as important as systemic evil and corruption.
So large scale actions that have major consequences in terms of making people's lives worse are more important than any personal failings.
Of course, Trump is a pretty terrible person by that standard, too, so it sort of doesn't really matter.

The Asian thing is a reference that almost every middle class family in the Asia has servants who are paid pennys to be their maids and cleaners. Just saying the rich ones here in the US could probably use the poor ones up in Canada to do that.
