That includes issuing reports which stand as UN investigations and which can and will be used at ICC and ICJ trials.
Of course Rappporteur's don't set policy, they report on human rights abuses to those who do set policy.
And the Rapporteur has detailed Israeli apartheid, genocide and illegal occupation.

Where the dispute arises is when I say that the UN has never condemned Israel, you say, yes they have and cite the rapporteur's report.

A rapporteur's report is not a statement from the UNGA.
A rapporteur's report is not UN policy.
A rapporteur's report is not a UN resolution.

So when you claim, as you've done numerous times, that "the UN says that Israel is committing genocide" is not at all true. It is a finding of an investigation submitted it to them. That's all. If the UNGA ever adopts that stance, then they will issue a statement saying so and/or passing a resolution. Until such time, it is a lie to say that is the official UN position.

You cannot use a report and then say "that's what the UN says".
