You realize that the US 'plan' was Netanyahu's demand that there be a pause in the genocide so Hamas can return the hostages and then allow Netanyahu to get back to the killings.
The Israeli plan has never been a ceasefire.

The only side that has consistently refuse to stop is Israel.

Even now Israel is claiming to be allowing the UN to immunize children from Polio while at the same time they assassinated the doctors in charge.

HRW makes the reports then sends them to the UN, ICC and ICJ if they are serious.
The ICJ and ICC use them as evidence for their decisions.

So far the ICJ saw those reports and has issued Provisonal Measures on Israel only, not on Hamas.
