The UN adopts policies against crimes such as genocide, which it has already done. The ICJ issues advisory opinions per the adopted policy. Per the adopted policy the ICJ has said that it is possible a genocide is being carried out in Gaza and that Israel should stop genocidal actions and stop incitement to genocide. Just because you string the words UN and policy together in a sentence does not mean you make any sense or have any idea of how the UN actually works.
