We have a lot of discussions of this in the international section of Terb, so I will try to summarize them for you.
There are a lot of busts and arrests in the U.S., so many Terb members use their experiences with Canadian lifestyle, where everyone is treated equally, and try to apply that to the United States. They assume there are an either a lot of random busts, or that most everyone participating in the activity is busted. Neither is correct, although most of them do not want to spend the time and effort learning about the U.S., a land many (including the Americans frequenting this board) secretly hate - with good reason.
Short answer. If you book an independent escort, or through an agency that operates in a “hobby-friendly” city or state, you go through the screening required by the escort or the agency, and you pay the market price, which is generally at least twice as much as what you pay in Canada, you have no law enforcement concerns.
If she has a website and is reviewed on TER or ECCIE you are fine. She is not a cop and the cops are not interested in pursuing her. Even if they do (which they won’t) your name in her contact list means absolutely nothing.
In theory, outcall is safer than incall, especially incall used by multiple ladies, but that is irrelevant in a hobby-friendly place, which includes all large cities in the northeast, Chicago, Las Vegas, all of California, Miami / Ft. Lauderdale, New Orleans, Denver, and many others. But this isn’t easy to stereotype. Miami is hobby-friendly and Orlando is hobby-Gestapo.

Basically U.S. busts are geared at the lower-end of the scene. Many fake ads are taken out by law enforcement on “Backpage” type websites. Currently, law enforcement is doing this on skipthegames. Simple solution. Don’t go shopping on skipthegames. Law enforcement hates Asian massage parlors where they think trafficked ladies work and live there. Simple solution. Don’t go to Asian massage parlors. One more bit of advice. Don’t use the popular website usasexguide to find ladies. It is a lower-end site that features women who don’t screen and often use drugs and get arrested for various offenses. You don’t want to be around that scene. The cops focus on it to make arrests of those ladies, and sometimes their customers are around when it happens and get caught up in it.
Basically the “TER“ guys and the upper-end sex workers reviewed there live a peaceful life with no arrests or drama. The. “Usasexguide” guys and the lower-end hookers on that site have the opposite experience.
You can see the prices a person needs to pay in each locality, and what screening information is necessary, to live a trouble-free hobbying life in the U.S. It isn’t cheap. That can be $500 - $700 an hour in NYC, LA, and Vegas, but a little less expensive in Chicago which is more tolerant of local agencies.
Those are general guidelines. You have to apply some common sense, though. There was a recent bust by the federal government of an Asian agency that operated in multiple cities, which gave the Feds jurisdiction. It was offering BBFS by Asian ladies who spoke little or no English, even though it screened customers. The Feds disapproved and did a bust. So try to avoid such a situation, but couldn’t everyone see that one coming?
It certainly isn’t for everyone. But if you realize that the activity is tolerated in most Large cities in open-minded states under specified circumstances (high prices and screening), you are fine.
