We both know these decisions are political, an academic picayune rationale that you need to fit all of the terms is not the point.
There is more than enough evidence and rationale to fit the terms, all it takes it the political will.
I'd say lobbyists who clearly say they are working in the interests of a foreign country, not America, should be labelled as foreign lobbyists, regardless of the citizenship of the people who hand over the money.That's not proof.
