If this is true he should be criticized for these views.

I think the more objective view is - neither. Waters was/is a deeply disturbed man. The things that disturb him - war, politicians, inequity between classes, the artificiality of public life, dysfunctional personal relationships - are all things to be legitimately disturbed about, but Waters has lost his capacity to manage his emotional responses.

His sensitivity and mental abstraction helped him produce some great art, but they aren't the right tools for resolving, in the real world, the problems he writes about.

I guess the GOPee found a musician who is aligned with their beliefs. Maybe they wouldn't even get a letter threatening to sue like every respectable artists has sent for playing their music at campaigns without permission
