If he is in a position of authority over her it clouds the woman’s ability to give full and complete consent. She may rightly worry that her boss will get rid of her if she does not comply with his sexual advances.
It doesn’t sound like that is what happened here and there are no allegations of his committing any sort of crime; however, it probably breaks every Human Resources Policy/Procedure/Guideline regarding sexual harassment in the workplace. Any middle manager working for the City who was found to be having sex with a younger subordinate would be fired or at least disciplined in some way.
